No answer after 5 minutes and no voicemail to let them know what's going on. Had to call 911

Was waiting for someone to answer the phone for over 45 minutes ... eventually hung up. Is it that hard to get ahold of the police for non-emergency?

Officer Shepp badge 1408 is not a good representative for the Scottsdale area. Very childish. Be for all people not just the people calling the police. Investigation is a must. Not a one sided problem
