After a frustrating start, I learned that these require the Shell Recharge app, NOT the Shell app. They look like they are in the Shell app, but then it fails to connect.

Payment and administration is set up through Shell Recharge app.

May need to initiate charge from Shell Recharge app first before plugging in for it to work consistently.
