Why are the intake desks in the middle of an open room? HIPAA doesn't apply to waiting areas or something? Would it be too difficult to install a partition to provide some privacy? But cool impractica

Got there at 9am, made me sit in lobby for well over 7 plus hours. Lady took me back for blood work and she blew a vein. Blood went everywhere, then says she doesn't have anything to clean me up with.
